What is the problem you are trying to solve?

Site Menu > Site Builder > Navigation Menus

It is possible to add items of type URL.

The URL field is not localizable, which is an issue because I would like to provide a localized URL depending on the user’s language.

What is your project about? (e. g. Intranet, Partner Portal, Enterprise Website, etc)

Make the URL field localizable.

I concur! We were unable to use the feature out of the box due to this. In our case we had to create a custom field for a localized URL and the do magic in the display templates to use the custom field. Not ideal of course, but it worked in a pinch.
