We have often been asked if an administrator for a Spanish site could be editing the spanish layouts normally but keep the administrative UI language keys in English. it is often the case that an editor of a foreign language page, or site may not actually be a foreign speaker themselves.
The strong tie between the language of the page prefix / slug and the admin language makes it really hard for users in this situation.
