Liferay DXP permits the uploading of 0 byte files. However, there might be environments that do not need or want empty files to be present on their environments.
It would be good to permit a setting to allow or deny 0 byte files from being uploaded. To improve granularity of controls, it would be good to have this setting at various parts of Liferay that permit uploads, while also permitting a more global or instanced setting to toggle this functionality on or off.
