Content cannot be deleted from the Recycle Bin on a publication.
Currently, content cannot be deleted from the Recycle Bin on a publication.
This behavior was changed in 2025.Q1 to simplify automatic conflict resolution.
Users using versions prior to 2025.Q1 may be using Liferay under the assumption that content on publications can be deleted from the Recycle Bin.
Also, content added on a publication cannot be deleted, so operations must be performed in the production environment to completely empty the Recycle Bin.

Add an option to allow content in the Recycle Bin to be deleted on the publication as well.
