Changing languages in children sites breaks the propagation from the site template, making it impossible to have specific languages in different sites from the same template.

Did you look into using the setting: “Enable custom language settings for sites with template propagation”
You can change the language of a Site made from Site Template without disabling the Template Propagation, by going to:
- Control Panel → Configuration → System Settings
- Select the option “Infrastructure”
- Go to the option “Site Settings Configuration”
- Check the box beside “Enable custom language settings for sites with template propagation.” and save.
If this is checked, the custom language settings for sites will be available, even when the site template propagation is turned on.
