In short: Searching in Fragment Administration works differently when searching in fragments vs searching in fragment resources: One allows random position of the search term (in a fragment title), one allows only to search for the beginning characters of a (resource) name.

Allow searching for any part of a resources name, just as it’s already implemented in fragments.
While you’re thinking about the Fragment Administration search experience, note that searching within the current Fragment Set is not very user friendly - see this Marketplace App for an alternative approach, albeit with a very barebones / UI.
